REGULATION · COMPLIANCE COCKPIT
The regulatory landscape for construction products is getting denser and more complicated, and failing to comply brings financial penalties. So that you stay marketable, we have sorted out which requirements interact and what follows from them for you.
CUT-OFF YEAR
Life cycle data requirements, the Digital Product Passport and new verification obligations are being made concrete in stages over several years. The requirements arise per product category through delegated acts. According to the European Commission's working plan, cements and steel come first, followed by further construction products. Building the methodological data basis too late means working under time pressure and risking high costs for producing declarations at short notice.

The Bewertungssystem Nachhaltiges Bauen (BNB) assesses German public construction projects as a whole. It is binding for federal buildings. ÖKOBAUDAT serves as its data basis, and product-specific EPDs help manufacturers position their products more favourably in competition.
The QNG is a state quality seal issued by the German federal building ministry for sustainable buildings. It is mandatory for the KfW BEG funding line for climate-friendly new construction. It currently builds on EN 15804+A1, and the move to +A2 is under way. With that move, product-specific EPDs become admissible as input data.
The EmpCo directive extends EU unfair competition law and regulates environmental claims more strictly. General claims such as "climate neutral" or "environmentally friendly" may no longer be used without evidence. From 27 September 2026 the directive applies bindingly to all companies.
DEADLINE 27 September 2026
The new EU Construction Products Regulation 2024/3110 fully replaces the CPR of 2011. It applies from 8 January 2026, and penalties take effect from 8 January 2027. For manufacturers of construction products that makes the Declaration of Performance and Conformity (DoPC), the Digital Product Passport and staged life cycle requirements relevant, and a hard condition for market access.
DEADLINE 8 January 2027
The CSRD governs sustainability reporting in the EU. Through the Omnibus I package, finalised in February 2026, it is limited to large companies with at least 1,000 employees and €450 million in revenue. For those companies it is mandatory. For everyone else it stays a strategic question.
DEADLINE 19 March 2027
The EU Energy Performance of Buildings Directive 2024/1275 requires the life cycle global warming potential of new buildings to be calculated and disclosed in the energy performance certificate. From 2028 this applies to new buildings over 1,000 m², and from 2030 to all new buildings. Manufacturers of construction products have to supply the EPD data basis for it, or they drop out of consideration as suppliers.
DEADLINE 1 January 2028

What we do, and what we do not
In a personal conversation we go through the EU regulation that applies to you. After that it is clear which data and evidence you need, in which order, and what happens if you do not have it.
